Edit: I have since seen this postcard elsewhere dated as either 1918 or 1937.

Cleobury Mortimer, undated, and no explanation of why all the doors are open lots of smartly dressed men are getting off at ground level and walking back to the platform either.

Probably the SLS Special on 21 May 1955, hauled by 2516 to Cleobury Mortimer and by 2144 on the CM&DPLR itself. There are a number of photos of the railtour here:
