Probably an excursion of some sort, given the LMS/MR locomotive, and the fact that the rolling stock is parked up in a siding. Given the other set of carriages parked in the adjacent siding, maybe a Summer Saturday with multiple trains terminating at Stourport/Bewdley, and parked up waiting for the return journey?

Also, the coaches look to be slightly dated compartment stock (to my eye!), and I think it was generally the trend that excursions used whatever stock could be turfed out.

Undated, Austin Mini dates it as post 1959. Houses look more modern than that to me.

If I've got it right and the footbridge is by the B of Burlish Halt, then those houses weren't there in 1960.

That's a useful site. The bridge is not there in 1967, but it is there, crossing the "Dismantled Railway" in 1974.
